Homes and a factory right next to each other in a near north side neighborhood present an enduring problem for industry, residents and city planners. This awkward situation triggered passage of the city's first zoning ordinance in 1920, to prevent such conflicts in land use in the future. The only trouble, planners here say, is that they have no laws to remedy mistakes already made. Efforts to pass such a law have been beaten thus far. (Milwaukee buildings)
