Frank A. France will serve as chairman of the first phase of the capital fund drive being conducted by the Association for Retarded Children of Greater New Orleans through December and January. France is president of the association and president and director of the Kehoe-France Day School and Camp. announcement of his appointment was made at a meeting of campaign volunteer workers a the Sophie L. Gumbel Center, 5700 Loyola Avenue. Dr. Joseph Fontana is chairman of the drive to raise $120,000, its share of a matching funds federal grant, for construction of a new day care facility on the grounds of the Gumbel Center.
