Al N. Seares of New York, president of the National Sales Executive Sales International and chairman of the advisory national distribution council of the department of commerce, said here today the decrease in the nation's exports is the result of a Communist program to dump raw materials and finished goods on the world market. Seares, interviewed at the Tamanaca motel, said, "The effect of this Russian action is to disrupt commerce around the globe."
