Scholarship winner, David H. Waldradt (center) of the Alcoa Steamship company, is congratulated by Dr. Marvin L. Fair, professor of economics at Tulane University, for his prize-winning essay in the Traffic Club of New Orleans contest, at special ceremonies today in International House. Holman L. Michaelis, president of the Traffic Club, is at left. The scholarship entitles Waldradt to attend the third annual Institute on Foreign Transportation and Port Operation at Tulane, Monday through Friday. Dr. Fair is director of the Institute.
