Paul G. Hoffman, first administrator of the Marshall Plan of foreign aid, will speak before the Foreign Policy association at a dinner meeting Monday at 7:30 p.m. in the Blue Room of the Roosevelt hotel. Hoffman, presently is managing director of the United Nations Special Fund.
