Pontchartrain Expressway-Carrollton Avenue on-ramp, opens --- It's open -- The northbound Carrollton Avenue exit from Interstate 10 finally has opened. In October 1977, the Carrollton Avenue on-ramp to the Pontchartrain Expressway opened and the Carrollton river-bound exit ramp opened, but the lake-bound ramp opening was delayed because of drainage problems.
