Tennessee Welfare Commissioner Fred Friend told a Nashville news conference there are apparent efforts to sabotage the state welfare program--and called for a TBI investigation. Too many errors have been cropping up to be coincidence, he said, answering charges of a legislative subcommittee which has accused his department of gross inefficiency.
