Mrs. Orville Freeman, wife of the former Secretary of Agriculture, chats today with Chairman Wilbur Mills of the House Ways and Means Committee, before the start of a hearing on tax reform. Mrs. Freeman, member of the board of directors of the Girl Scouts of America, urged the committee to reject a recommendation that would permit charitable deductions only to the extent they exceed 3 percent of the taxpayer's income.
