Representative Wayne Hays, D-OH, embroiled in a congressional payroll-sex scandal, reportedly lashed at President Ford during a renomination campaign speech Saturday night in Smithfield, Ohio, Ford said he warned the House five years ago against giving Hays' committee of staff salaries. "He didn't know what he was talking about," said Hays. "I only have one vote, one out of 25."
