Representative Clark MacGregor, Minnesota Republican who was defeated by Democrat Hubert H. Humphrey for the Senate in the recent election, Tuesday was appointed the administration's chief lobbyist to Congress by President Nixon. The post is a new one and pays $42,500 a year.
