A friend once told Arvid Pardo that he opened quite a Pandora's box when he set the world's government to working on sea bed questions. The Ambassador from tiny Malta to the United Nations, acknowledges that he didn't know how big a Pandora's box he was opening. But the first result of his proposals, is the widely acclaimed U.S.-Soviet draft treaty banning weapons of mass destruction from the ocean floor.
