Interior Secretary Rogers Morton says the administration hopes to speed production from offshore oil and gas wells by helping industry beat manpower and steel shortages and environmental delays. The speed-up policy is part of the government's drive for energy self-sufficiency. Morton spoke to newsmen here after touring offshore production facilities.
