Bonn, May 9 - Marking his words - West German Foreign Minister Walter Scheel is surrounded by newsmen prior to entering a cabinet meeting in Bonn Sunday. At the meeting, Chancellor Willy Brandt's cabinet decided to let the mark fluctuate on international money markets to stem the flow of unwanted U.S. dollars.
